Why Agencies Send Traffic Control Plan Templates Back

Every state highway agency in the Southeast gives permit applicants two choices: cite a pre-drawn typical application from MUTCD Part 6, or submit a site specific drawing and explain why the standard layout will not work. Georgia lists them as separate selections on the permit application, MUTCD Part 6 Typical Application Plan and Detailed Traffic Control Plan. Most rejections trace back to picking the first on a site with a driveway, a bus stop, a curve, or a signalized intersection inside the work area. Portals, terminology, notice periods, and seal requirements change by state. The engineering does not.

What MUTCD Part 6 Covers

The MUTCD is the Manual on Uniform Traffic Control Devices, the federal standard for every sign, signal, and cone used on a public road. Part 6 is the section covering work zones, and it is what agencies review your plan against.

Part 6 contains pre-drawn layouts called typical applications, covering common situations like lane closures, shoulder work, and detours. They are the closest thing the industry has to an official traffic control plan template, and agencies accept them when field conditions match the drawing. Several states publish their own drawing sets on top of Part 6, and reviewers expect you to cite the set they use. Knowing what a traffic control plan contains is what separates citing a typical application correctly from citing one that does not fit.

The Four Areas Every Plan Must Show

Part 6 divides a temporary traffic control zone into four areas, and a plan missing any of them will not survive review in any state.

  • Advance warning area, where signs tell drivers what is ahead
  • Transition area, where a taper moves traffic out of its normal path
  • Activity area, containing the work space, the traffic space where vehicles pass, and the buffer space separating them
  • Termination area, where traffic returns to normal

Sign spacing in the advance warning area runs roughly 100 feet apart on low speed urban streets, 350 feet on higher speed urban roads, 500 feet on rural highways, and up to 1,000 feet on expressways and freeways.

Taper Length Is Where Most Plans Fail Review

A taper is the angled line of cones or drums that shifts traffic out of a closed lane, and it is the most common place a downloaded drawing gets the numbers wrong.

For posted speeds of 40 mph and below, taper length equals the offset width multiplied by the speed squared, divided by 60. For 45 mph and above, it equals offset width multiplied by speed. A 12 foot lane closure on a 45 mph road produces a merging taper of 540 feet. Drop that same closure onto a 35 mph street and the required length falls to 245 feet. Those two numbers describe the same closure on roads a mile apart.

Length also changes by taper type. Shifting tapers run half the merging length, shoulder tapers a third, and downstream tapers about 100 feet per lane. Channelizing device spacing inside the taper, measured in feet, matches the posted speed in miles per hour. The full set of taper length calculations differs for each taper type and each posted speed.

Where Templates Break Down On Real Job Sites

A single lane closure traffic control plan works cleanly on a straight two lane road with good sight distance and no side streets. Any of the following pushes a job past that:

  • Sight distance around a curve, forcing the advance warning area farther upstream than the standard drawing shows
  • Driveways and side streets inside the activity area, needing their own signing and sometimes their own flagger
  • Closed sidewalks, requiring a pedestrian detour with its own signing and detectable edging
  • Utility work near a signalized intersection, which can require coordination with the signal
  • Overhead and underground conflicts that change the work space footprint after the plan is drawn
  • Night work, bringing lighting requirements and different retroreflectivity expectations

Each of these moves the job into detailed plan territory, and the traffic control devices selected for the zone have to change with it.

What Changes When You Cross A State Line

The same scope hits the same question under different names, and the terminology causes more trouble than the engineering does.

  • Georgia lists the choice on the application itself in GPAS, the Georgia Permit Application System, with decisions coming within five working days of an acceptable submission
  • Florida calls it Maintenance of Traffic, or MOT, pulls its numbers from the FDOT Standard Plans 102 series, and lets county reviewers require an engineer's seal on non typical plans and road closures
  • Alabama publishes a Traffic Control Detail Library while warning that the details are not standard drawings, are not to scale, and remain the using engineer's responsibility to verify
  • Tennessee requires TDOT authorization before anyone closes, restricts, or diverts traffic on a state route or interstate
  • South Carolina issues encroachment permits at no fee through its online system and recommends preliminary meetings to shorten review
  • North Carolina uses an encroachment agreement rather than a permit, may require bonds, runs a two week minimum review, and can require a licensed North Carolina engineer's seal on the plan

Cities And Counties Add Another Layer

Municipal requirements sit on top of state ones, and that is where schedules slip. Sandy Springs requires a traffic control plan for all construction and emergency permits, with one business day of notice for lane closures and 30 days for full road closures. Columbia sits largely on SCDOT maintained right of way, so temporary encroachments there need both a city and a state permit approved before work starts. High Point issues its own lane closure permit for city streets while NCDOT handles its maintained roads, and Madison, Alabama wants applications three business days ahead.

A 30 day road closure notice is not a document problem. It is a scheduling problem, and it needs to surface during pre-construction rather than the week before mobilization.

When A Detailed Plan Is Worth The Cost

Short duration work on a low volume road with clear sight lines and no side street conflicts is the honest case for the template route. Paying for a custom drawing there is wasted money.

The calculation changes with multiple phases, a full road closure, pedestrian rerouting, a signalized intersection, or traffic volumes high enough that a queue backs into another intersection. It changes again where a professional engineer's seal is required, since that rules out a downloaded drawing entirely. Agencies also reserve the right to require more than the permit shows, including additional certified flaggers, signs, and channelization devices, and to impose time restrictions when work would seriously hinder traffic flow.

Getting A Plan Approved
